Stripped soldiers that look like ballerinas and move like disco dancers (with helmets on and all…). Hmmm, perhaps the Village People took a few ideas from old The Flash comics back in the 70s?

Not to enable this sort of behavior, but I should point out that each time he's used it, it's been effective in some way. Perhaps he's stumbled upon an unexpected baddie weakness – they hate being exposed.
Side note: the tags list this as “The Flame” instead of the Flash.
