Hal really is very casual about the whole idea.
The whole story was too convoluted, even for me, but the end result is Hal mind-wiping the bad guy and leaving him imprisoned in a secret world inside his ring. Because, apparently, the Guardian’s prisons would have been too simple?
And yes, Hal did indeed just defeat the bad guy by blowing on his magic organ.
