I actually like things like this. Little things that poke fun at the absurdities of the genre while being completely sensical in context.
How else is one supposed to find underlings? I suppose the generic hired muscle mobsters seem to have in abundance are easy enough to find. How many people are not only willing to take part in schemes to take over the world but also wear matching costumes while doing so?

There’s a newspaper for bad guys and the cops and heroes don’t know about it??? Is it magical and only evil people can see it??

Maybe it’s really expensive, so cops and heroes can’t afford it. And it’s not available to anyone living in Gotham City, so that’s why Batman can’t get it.

It’s not magical, just really, really abstruse. “Looking for a couple of helpers for a job. One big guy, one quick girl. Meet me at the place around Nudge-O’-Clock. Bring a lunch.”

Maybe the “Underworld Star” is just xeroxed ad-posters glued to the walls of those generic “seedy underground hangouts”, where every single person is presumed bad and therefore the hero can just walk in and beat up everybody, without having any evidence that anyone present did anything illegal.
You know the kind of “seedy bar” I mean. Establishments patroned exclusively by stereotypical hardened criminals, where a street-level superhero can walk in at any moment, beat up everyone “looking for answers” and not feel guilty afterwards.
Those kind of “Punching Bag & Grill” bars would be the perfect place to advertise for henchmen. Because the guys who drink in such bars are USED to getting beaten up by costumed vigilantes.

Do heroes actually do that? The only ones I can think of who walk into bars and arbitrarily beats up people for information are Rorschack and Spider-man, when he’s really angry.
