Actually, I thought the beard was his/a shadow, until I realized that didn’t make sense. Her disguise is simply amazing though.
Also, in the “ensuing confusion”- which was likely two officers capturing a non-hostile, probably compliant person -she was able to leave, change, hear a radio broadcast and ‘escape’ from police. The ‘ensuing confusion’ probably (should have) lasted 30 seconds, tops.
I over thought this…

Congradulations to Phantom Lady’s boyfriend, for making Carol Ferris look on the ball by comparision. That’s hard to do.
Now if she just had a pair of glasses to go with the cape, Phantom Lady’s secret identity would be COMPLETELY UNDETECTABLE BY ANYTHING!!
She originally had a mask. It only lasted for a few issues.
