“A genius?”
Frankly, anyone who can sell the idea of rocket-powered roller-skates to the Pentagon may be a genius, but more along the marketing type.
Imagine trying to hit a target with a rifle while moving at those speeds; plus note the lack of protective gear of any kind.

Also, revolutionizing troop movements wouldn’t mean jack unless you revolutionized supply lines at the same time. Which is what automobiles did and rocket skates wouldn’t.
